In achieving this, it will give learners an understanding that Monitoring and Evaluation considerations play in:
• How to define and find data sources for M & E, including primary and secondary data sources
• Contextualising different approaches to and theories of monitoring and evaluation in a particular organisation
• Demonstrating understanding of appropriate research design and methodology for monitoring and evaluating an organisation or programme in a specific context.
• Designing a monitoring and evaluation plan for a specific context.
Course Overview
The course intended for learners who do not necessarily have formal training in monitoring and evaluation and who need to be able to apply knowledge of monitoring and evaluation in an authentic situation. It will be useful for learners in the Public Sector including, but not limited to; Monitoring and Evaluation Specialists, Monitoring and Evaluation Practitioners, Unit Heads and External Evaluators, as well as to other learners who are engaged in monitoring and evaluation activities in Non-Governmental Organizations and the Private Sector.
COURSE OUTLINE
LEARNING UNIT 1
Contextualising different approaches to and theories of monitoring and evaluation in a particular organisation . After completion of this learning unit learners should be able to:
¨ Compare different approaches and theories with reference to their effectiveness in measuring the success of an intervention
¨ Evaluating approaches and theories in terms of their relevance for a specific sector or organisation.
¨ Explaining monitoring and evaluation concepts with reference to the relationship between the concepts and activities and processes in a particular plan.
LEARNING UNIT 2
Demonstrate understanding of research design and methodology for monitoring and evaluation an organisation or programme in a specific context. After completion of this learning unit learners should able to:
¨ Analyse different research design options in order to select an appropriate research design that links a perceived problem to monitoring and evaluation goals.
¨ Discuss research tools with reference to the purpose and application in a specific context
LEARNING UNIT 3
Design a monitoring and evaluation plan for a specific context. After completion of this learning unit learners should be able to:
¨ Conducting situational analysis in order to understand the nature of an identified problem.
¨ Apply a research design process to develop a monitoring and evaluation plan for an intervention
¨ Apply a research design process to develop a monitoring and evaluation plan for an intervention
LEARNING UNIT 4
Collect appropriate data aligned to specific indicators in a monitoring and evaluation plan. After completion of this learning learners should be able to:
¨ Discussing the difference between primary and secondary data sources with reference to purpose, use and application of triangulation to verify collected data.
¨ Identifying appropriate data sources with reference to the specific indicators.
¨ Collecting data according to the indicators and managed according to a data management plan
LEARNING UNIT 5
Analyse and interpret collated data. After completion of this learning unit learners should be able to:
¨ Explain qualitative and quantitative approaches to data analysis with reference to the purpose and use.
¨ Analysing and triangulated a data set is critically to identify similarities and differences, trends and how an intervention contributed to the achievement of goals and the solution of the problem.
LEARNING UNIT 6
Present the findings and recommendations of a monitoring and evaluation project or plan. After completion of this learning unit learners should able to:
¨ Present findings in a written report.
¨ Present findings orally for different audiences and purposes.
