PURPOSE OF THE COURSE
This course is intended for people to foster and promote intergovernmental relations within and between government departments as well as outside government. It provides learners with an understanding of the importance of co-operative governance, collaboration and co-ordination of functions for effective service delivery. The course will examine the evolution and current state of local, provincial and national government relations in South Africa and how intergovernmental work is advanced. It will inform delegates on the constraints and opportunities presented within intergovernmental relationships, with a focus on practical approaches to working within these constraints and opportunities. Various issue areas and mechanisms will be reviewed in building an understanding of the context and content of intergovernmental relations.
After completion of this course learner will be able to:
- Examining and interpreting the legal and policy contexts of intergovernmental relations.
- Interpreting the principles of co-operative governance and intergovernmental relations.
- Analysing and interpreting the roles and responsibilities of the different spheres of government with respect to service delivery.
- Developing frameworks for intergovernmental relations.
- Identifying and describing the areas of co-operation.
- Developing an action plan for co-operative governance between spheres of government.
